Our Leadership

EOCF is governed by the Parent Policy Council, Board of Directors, and its Executive Management Team who play a critical role in program governance. Both groups represent a wealth of experience, talent and dedication to EOCF’s mission, vision and values.

Parent Policy Council

EOCF’s Policy Council (PC) consists of parent and guardian representatives from EOCF’s centers and works in cooperation with the Board of Directors to provide a formal means to be involved with program design and operation, long and short-term planning goals and objectives and taking into account the annual community-wide strategic planning and needs assessment and self-assessment. Participating in PC gives parents and guardians the skills to advocate toward improved education and better opportunities for their children 

    Parent representatives on the Policy Council are elected by their peers at their Center committee meetings and they’re responsible for making decisions about:

    • Short and long-term goals and objectives
    • Recruitment areas and selection criteria
    • Head Start/Early Head Start Grant application
    • Policies
    • Self-Assessment
    • Quality Improvement Plans
    • Head Start/Early Head Start annual budget

    Board of Directors

    EOCF’s Board of Directors share program governance functions with the Parent Policy Council as a continuing body of community members with an interest in and a commitment to an oversight role and to serving as fiduciary agents for the agency. The board is responsible for ensuring compliance with EOCF’s Articles of Incorporation and Bylaws. The board’s membership includes the business, legal, educational, financial and social services communities of EOCF’s service area and also has a representative from the Parent Policy Council whose children and/or family received services from EOCF.
